Dear PRO-PASS Motor Carrier User,
The Port of Virginia has implemented several measures, based upon statistical analysis and discussion with the Motor Carrier Pier Committee, within the PRO-PASS reservation system. These include:
- License Plate Reservation Limit: To prevent the hoarding and misuse of PRO-PASS reservations, trucking companies will be restricted in how many reservations that can be made utilizing a single license plate, per hour. The maximum number will be two (2) truck visits, per license plate, per hour (effective Monday, July 28, 2025).

- A single license plate, scheduling two (2) dual missions within a single hour, will be permitted
- Temporary Reservation Validation of export/empty ocean carrier No Entry holds: Reservations for empty and export containers that have an ocean carrier No Entry hold will temporarily validate the reservation; however, the reservation will subsequently transition to a “trouble” state. This is to allow for the resolution of the hold with the ocean carrier without losing the reservation timeslot or also, the adjustment/edit of the reservation, substituting the container number within the reservation while retaining the time. Reservations should be made well in advance to be notified of the ocean carrier No Entry hold.
Reminders:
- Check and ensure the reservation is “validated” prior to the driver arriving to a marine terminal.
- Review all “trouble” and “rejected” status reservations timely.
- A motor carrier may not exceed a five (5) percent “missed” rate week-to-week. Consistent missed reservations will result in loss of premium reservation hours.
- Within the Containers watch-list of PRO-PASS, the holds and the last free day (LFD) / good through day (GTD) columns should be reviewed to determine the release of a container. Demurrage is to be settled with the ocean carrier directly. The Port of Virginia receives LFD updates, via EDI, from certain ocean carriers, updating the release of a container.
- Truck Management updates (i.e. RFID, VIN, license plate) within PRO-PASS can take 45-60 minutes.
