The Port of Virginia combines public ownership with private-sector execution to deliver consistent, reliable service for customers.


The Virginia Port Authority (VPA), a state entity, owns the port’s assets and provides long-term strategic direction and accountability to the Commonwealth. Day-to-day terminal operations are managed by Virginia International Terminals (VIT), a company wholly owned by VPA that operates using its own operating revenue rather than state tax funding.


In simple terms: the port is publicly owned for stability and long-term investment and run by a single dedicated terminal operator focused entirely on performance excellence and innovation.


VIT also manages the Hampton Roads Chassis Pool (HRCP II), which supports container and equipment availability throughout the region and helps cargo move efficiently beyond the terminal gates.


Because operating revenue is reinvested directly back into facilities, technology, and equipment, customers benefit from modern terminals, reliable capacity, and continuous operational improvements. This structure allows the port to plan for the future while responding quickly to day-to-day operational needs across every point in our terminal network.
