Monday, September 1, 2025, is Labor Day – a state and federal holiday. Additionally, Labor Day is a restricted holiday (“no work day”), as defined in the ILA labor contract.
The Port of Virginia will observe the following operating plan:
Thursday, August 28th
- Standard, posted operating hours (click the link) at all terminals and facilities
- At 0900 hours, PRO-PASS reservations will open/be made available for Saturday, August 30th
- Empty return matrix for Tuesday, September 2nd and Wednesday, September 3rd will be made available after 1500
Friday, August 29th
- Standard, posted operating hours at all terminals and facilities
- At 0900 hours, PRO-PASS reservations will open/be made available for Tuesday, September 2nd and Wednesday, September 3rd
- Empty return matrix for Thursday, September 4th will be made available after 1500
Saturday, August 30th
- Saturday gate hours (click the link) will be observed
- Vessel and rail operations continue
Sunday, August 31st
- All Port of Virginia truck gates CLOSED, per standard operating plan
- Vessel and rail operations continue
- Reservation creation and editing, via the PRO-PASS website, will be unavailable from 1900 hours on Sunday, August 31st, until 0700 hours on Tuesday morning, September 2nd
- HARD STOP for all terminal activities at 2359 hours
Monday, September 1st – Labor Day
- State and federal holiday
- Restricted ILA holiday
- All Port of Virginia terminals and offices CLOSED
Tuesday, September 2nd
- 0700 hours truck gates OPEN at NIT, VIG, PPCY, PCY and the RSA
- At 0700 hours, PRO-PASS reservations can now be made, edited and validated
- Standard, posted operating hours at all other terminals and facilities
- At 0900 hours, PRO-PASS reservations will open for Thursday, September 4th
- Empty return matrix for Friday, September 5th will be made available after 1500
- NIT & VIG – inbound portal closure at 1700 hours
- PPCY, PCY & RSA – last empty container delivery and pick-up at 1730 hours
