Motor Carrier Reservation Performance Standards – Late Cancellations and Missed Reservations

To ensure fair access to PRO-PASS reservation time-slots, motor carriers are advised of the following reservation performance requirements.

Cancellation Requirement

Effective April 20, 2026, all motor carriers are required to maintain a “Late Cancellation” rate of no more than 6% on a week-to-week basis.

  • Late Cancellation refers to a problematic and unusable cancellation. It includes reservations that are canceled outside of the allowable timeframes or in a manner that prevents the reserved slot from being reused.
Cancellation Type Definition
Non-Issue: Cancellation occurs more than 60 minutes before the reservation start time.
Potential: Cancellation occurs 30–60 minutes before the reservation start time.
Problematic: Cancellation occurs within 0–30 minutes before the reservation start time.
Unusable: Cancellation occurs after the reservation start time.

 

Missed Reservation Rate Reminder

Motor carriers are also reminded that they must maintain a “missed” reservation rate of no higher than 4% on a week-to-week basis.

  • A “missed” reservation is defined as a “validated” reservation for which no gate transaction occurs within the scheduled appointment window, including the late reservation grace period.
  • A reservation in a “trouble” state must be resolved or cancelled prior to the start of the reservation hour; failure to do so will result in a “miss” being associated with the motor carrier company.

Monitoring and Compliance

  • A motor carrier that exceeds the allowable percentage will be contacted via email and given one (1) week to reduce its “late cancellation” and/or “missed” percentage.

Reservation activity and performance metrics will be monitored weekly. Motor carriers exceeding either threshold will be subject to corrective actions, which will include restrictions on access to morning reservation hours.

Motor carriers are strongly encouraged to regularly review their reservation practices and ensure internal processes are in place to stay within these performance standards.
