2025 Christmas/New Year’s Port Operating Plan

In observance of the Christmas and New Year’s holidays, The Port of Virginia is pleased to announce the following operating plan:

Friday, Dec. 19th

  • Observing regular posted hours at all terminals and support facilities
  • 0900 hours – Window opens for confirming Monday, Dec. 22nd reservations via PRO-PASS (click the link)
  • The Empty Return Matrix for Tuesday, Dec. 23rd and Friday, Dec. 26th will be posted and released after 1500

Monday, Dec. 22nd

  • Observing regular posted hours at all terminals and support facilities
  • 0900 hours – Window opens for confirming Tuesday, Dec. 23rd and Friday, Dec. 26th reservations via PRO-PASS
  • No matrix posting will occur after 1500

Tuesday, Dec. 23rd

  • Observing regular posted hours at all terminals and support facilities
  • No release of PRO-PASS reservations
  • The Empty Return Matrix for Monday, Dec. 29th will be posted and released after 1500
  • HARD STOP for all terminal activities at 2359 hours
  • Reservation creation and editing, via the PRO-PASS website, will be unavailable from 1900 hours on Tuesday, December 23rd, until 0700 hours on Friday morning, December 26th

Wednesday, Dec. 24th & Thursday, Dec. 25th – Christmas Eve & Christmas Day

  • By contract – ILA restricted holiday
  • All terminals and administrative offices are closed

Friday, Dec. 26th

  • 0700 hours truck gates OPEN at NIT, VIG, PPCY, PCY and the RSA
    • At 0700 hours, PRO-PASS reservations can now be made, edited and validated
    • NIT and VIG inbound portal closure at 1700 hours
    • PPCY, PCY and RSA last empty container delivery/pick-up – last in-gate truck at 1730 hours
  • Standard mandatory reservation hours are in effect
  • 0900 hours – Window opens for confirming Monday, Dec. 29th reservations via PRO-PASS
  • The Empty Return Matrix for Tuesday, Dec. 30th and Wednesday, Dec. 31st will be posted and released after 1500
  • NNMT, RMT and VIP – observing regular posted hours

Monday, Dec. 29th

  • Observing regular posted hours at all terminals and support facilities
  • 0900 hours – Window opens for confirming Tuesday, Dec. 30th and Wednesday, Dec. 31st, reservations via PRO-PASS
  • The Empty Return Matrix for Friday, Jan. 2, 2026, will be posted and released after 1500

Tuesday, Dec. 30th

  • Observing regular posted hours at all terminals and support facilities
  • 0900 hours – Window opens for confirming Friday, Jan. 2, 2026 reservations via PRO-PASS
  • No matrix posting will occur after 1500

Wednesday, Dec. 31st – New Year’s Eve

  • NIT and VIG inbound portal closure at 1600 hours
  • PPCY, PCY and RSA last empty container delivery/pick-up – last in-gate truck at 1630 hours
  • No release of PRO-PASS reservations
  • The Empty Return Matrix for Monday, Jan. 5, 2026, will be posted and released after 1500
  • HARD STOP for all terminal activities at 1759 hours
  • Reservation creation and editing, via the PRO-PASS website, will be unavailable from 1900 hours on Wednesday, December 31st, until 0700 hours on Friday morning, January 2, 2026
    • Prior-day reservations for Friday, January 2nd are strongly encouraged

Thursday, Jan 1, 2026  – New Year’s Day

  • By contract – ILA restricted holiday
  • All terminals and administrative offices are closed

Friday, Jan. 2, 2026

  • 0700 hours truck gates OPEN at NIT, VIG, PPCY, PCY and the RSA
    • At 0700 hours, PRO-PASS reservations can now be made, edited and validated
    • NIT and VIG inbound portal closure at 1700 hours
    • PPCY, PCY and RSA last empty container delivery/pick-up – last in-gate truck at 1730 hours
  • Standard mandatory reservation hours are in effect
  • 0900 hours – Window opens for confirming Monday, Jan. 5, 2026 reservations via PRO-PASS
  • The Empty Return Matrix for Tuesday, Jan. 6, 2026 and Wednesday, Jan. 7, 2026 will be posted and released after 1500
  • NNMT, RMT and VIP – observing regular posted hours

**If you are a breakbulk, out-of-gauge, and/or container freight station customer, and are planning to deliver or receive freight between December 22nd and January 2nd, please contact our Customer Service Team to confirm specific terminal availability.
