UPDATE October 1, 2024
The International Longshoremen’s Association (ILA) has announced its intention to engage in a potential work stoppage beginning Tuesday, Oct. 1, along the US East and Gulf coasts.
A work stoppage will halt all container operations at Virginia International Gateway (VIG), Norfolk International Terminal (NIT) and the support operations at the Pinners Point Container Yard (PPCY), Portsmouth Chassis Yard (PCY), Reefer Service Area (RSA) and the Damage Annex. Richmond Marine Terminal, Portsmouth Marine Terminal and Virginia Inland Port will operate per normal.
In preparation for this event, The Port of Virginia will observe the following operating plan for motor carriers, reservations and gates. Please also note the operational gate hours for Monday, September 30:
Sunday, Sept. 29
- Truck gates at NIT, VIG, PCY and the PPCY will open at 0700 hours
- Mandatory PRO-PASS reservations in effect at NIT and VIG
- NIT and VIG – inbound portal closure at 1100 hours
- Final reefer pick-up at 1030 hours
- PPCY and the PCY – last truck handled at 1130 hours
- RSA will remain CLOSED
Monday, Sept. 30
- Prior day reservations are strongly encouraged on Monday, Sept. 30
- License plate changes can be accomplished utilizing the “check-in” action button via PRO-PASS
- All POV truck gates will open at normal posted times
- NIT, VIG, PPCY and the RSA: inbound portal closure / last truck handled at 1200 hours
- Portsmouth Chassis Yard (PCY): last trucks handled at 1500 hours
- Final reefer pick-up will conclude at 1130 hours
- NIT and VIG Breakbulk/OOG/CFS operations will be CLOSED on Monday, Sept. 30
Tuesday, Oct. 1
- All POV truck gates anticipated to be closed
- In the event of a continued work stoppage, all terminal operations will cease
- HRCP II chassis billing will stop
- All chassis, including bare, will continue to be associated to the motor carrier that last out-gated the chassis
- Motor carriers associated with an off-terminal HRCP II chassis will be responsible for its welfare, as outlined in the chassis agreement HRCP II Chassis Interchange Agreement
- Reservation creation, via the PRO-PASS website, will not be permitted until further notice
- HRCP II chassis billing will stop
Chassis
All HRCPII chassis on the street at the start of a work stoppage will not incur charges for those days the port is closed as a result of the work stoppage; charges will resume when the stoppage is over. All chassis, including bare, will continue to be associated to the motor carrier that last out-gated the chassis. Motor carriers associated with an off-terminal HRCP II chassis will be responsible for its welfare, as outlined in the chassis agreement HRCP II Chassis Interchange Agreement.
Loaded Container Storage
VIT will not be charging the ocean carriers Loaded Container Storage for containers left on terminal during the work stoppage. Shippers are encouraged to contact their ocean carrier directly concerning their free-time policy on demurrage during this same period.
